Step-by-Step Guide to Land Transfer in Uganda

Buying land is just half the process — transferring ownership is equally important. Here’s a simplified guide to transferring land in Uganda legally:

Step 1: Agreement Between Buyer & Seller

Sign a Sale Agreement that outlines:

  • Description of the land
  • Sale amount and payment terms
  • Responsibilities of each party
  • Timelines and penalties (if any)

Step 2: Payment & Acknowledgment

Once the payment is made (or initial deposit), the seller should issue a Payment Receipt and, where applicable, a Transfer Consent Letter from relevant authorities or family (in case of family land).

Step 3: Obtain Transfer Forms

The seller fills out and signs Transfer Forms 1 & 19 (available at the Ministry of Lands or District Land Office) along with a Mutation Form. These are submitted alongside:

  • Land title (original)
  • Passport photos
  • National IDs
  • TIN numbers

Step 4: Pay Stamp Duty

The buyer must pay Stamp Duty to URA — usually 1% of the land’s value. A bank payment slip will be issued and filed with the documents.

Step 5: Submission to Land Office

All documents are submitted to the Ministry of Lands or District Land Office. If everything checks out, the land will be registered in the buyer’s name and a new title issued.
